Living in Blue Ridge, Georgia means choosing between a small city and a much bigger county. The 2020 Census counted 1,253 people inside the City of Blue Ridge and 25,319 in Fannin County (2020 Census). Whether a house sits inside the city limits decides who supplies its water, which tax rates apply and which short-term rental rules cover it. Here is what each agency publishes, checked October 17, 2026.

In town or out in the county: what changes
Three things change at the city line. Water and sewer come from the City or from the county’s Water Authority. A city tax levy is added inside the limits. And the City and the county each have their own short-term rental ordinance, permit and fee. Not sure which side an address is on? Ask Blue Ridge City Hall, 480 West First Street, (706) 632-2091, Monday through Friday 8 a.m. to 4:30 p.m.
City water, sewer and garbage
The City of Blue Ridge Utility Department provides water and wastewater service in the city and parts of Fannin County, and the City says its sole water source is the Toccoa River. New customers apply with a picture ID and proof of ownership or a lease; a property without a meter needs a tap application. Water and sewer emergencies: (706) 455-0768. Outside the City’s service areas, water comes from the Fannin County Water Authority, 171 Church Street, 706-258-5160, weekdays 8 a.m. to 4 p.m.
Garbage is listed by the City but not yet confirmed: its garbage page (February 2025 copy) names two private haulers, North Georgia Waste (706-900-3030) and Allen Disposal (706-896-2736), and describes no city-run pickup or recycling. Call City Hall before you count on it.
A note on City sources: the City’s website would not load for our checks, so City facts here come from dated Internet Archive copies of its own pages (2024 to April 2026). Each link shows its date.

Hospital and walk-in care
Blue Ridge Medical Center is at 2855 Old Highway 5 North, (706) 632-3711, and its emergency room is open 24 hours a day, 7 days a week. Its BRMG Walk-In Clinic, 101 Riverstone Vista, Suite 111 (706-946-4200), is open Monday to Friday 8 a.m. to 6 p.m. and Saturday 9 a.m. to 3 p.m., no appointment needed.
Property tax: millage and deadlines
Georgia assesses property at 40% of fair market value. Exemptions come off the assessed value and the millage applies to the rest; one mill is $1 per $1,000 of assessed value, says the Fannin County Tax Commissioner. The 2025 rates, as the Georgia Department of Revenue published them:
| Levy | 2025 rate | Who pays it |
|---|---|---|
| Fannin County (M&O) | 2.440 mills | Everyone, in or out of the city |
| Fannin County schools | 6.633 mills | Everyone |
| City of Blue Ridge | 3.826 mills | Inside the city limits only |
| State of Georgia | 0.000 mills | No state levy |
For 2026, the county’s tax-digest notice listed a net county M&O rate of 2.4010 mills, with the rate to be set at an August 25, 2026 meeting. That is the notice’s figure, not a confirmed adopted rate: the Department of Revenue had not published 2026 rates when we checked on October 17, 2026.
Real estate taxes are normally due by December 20. For a homestead exemption you must own and live in the home as of January 1, and the Tax Assessor’s office must receive the application by April 1 to count that tax year. The Tax Commissioner’s office is at 400 West Main Street, Suite 103, (706) 632-2645.
Short-term rental rules (the rules only)
Inside the city, Ordinance No. BR2023-04, passed February 21, 2023, amended the short-term vacation rental rules (City Code Chapter 10, Article V) for dwellings rented 30 consecutive days or less.
Under that ordinance, new short-term vacation rentals in the city are allowed only on property zoned Central Business District (CBD). (City of Blue Ridge, checked Oct 17, 2026)
- A city rental needs a short-term vacation rental certificate, an occupation tax certificate and payment of state and city taxes before it is offered.
- The permit fee is $100 a year, paid to the City’s Planning and Zoning Department; renting without a certificate carries a minimum $250 fine per occurrence.
- Rentals outside eligible zoning that were already paying lodging tax were grandfathered until a change in ownership, with exceptions for C-1 and C-2 commercial zoning.
In unincorporated Fannin County, Ordinance 2025-02, revised August 26, 2025, requires a county Accommodation Excise Tax Certificate for every short-term rental. The application packet sets the new certificate fee at $225 ($50 for an owner transfer). County rules include one party of guests per unit, no parking on the road right-of-way, no commercial events and a contact who responds within two hours.
